AMF warning focuses on registration and solicitation
The Autorité des marchés financiers (AMF) classified its notice as a warning about crypto assets and high-risk platforms. It states that Pump.fun is not registered with the regulator and is not authorized to solicit investors in Quebec. The Canadian Securities Administrators (CSA) also lists the notice, identifying the AMF as the issuing regulator. The listing records Quebec’s warning and does not say the CSA took separate action against Pump.fun.
The notice is limited in scope. It does not announce that Pump.fun’s website will be blocked, issue an enforcement order against the platform, find that it committed fraud, or describe any change to users’ wallet access. The specific concerns raised by the AMF are registration and authorization to solicit investors; the warning does not establish that any of those other actions or findings have occurred. General anti-fraud guidance on the AMF’s warning page is not a finding about Pump.fun.
Investors can check the AMF register
In its investor-warning guidance, the AMF advises Quebec residents to exercise caution with entities on its high-risk list and says they can consult the regulator’s register to check whether a company or individual is authorized to operate. The Pump.fun notice sets out the regulator’s position on the platform’s status, while the register provides a general way to verify authorization.
Pump.fun offers user-created digital assets. Its terms of use separately warn that the value of these assets can fluctuate significantly. Price volatility and a platform’s authorization to solicit investors locally are distinct issues: the platform’s own risk disclosure does not answer the AMF’s registration concern.
