On April 16, 2025, Ukrainian President Zelensky disclosed in his nightly address that significant progress has been made in the negotiations between Ukraine and the United States regarding a mineral agreement. He stated that the Ukrainian government's team and the American team have achieved positive results in the cooperation for an economic partnership agreement, with most legal matters being finalized.
In his speech, Zelensky mentioned that Ukrainian First Deputy Prime Minister and Minister of Economy Svyrydenko reported to him on the latest developments in the mineral agreement negotiations. Earlier, Svyrydenko stated on an official social media platform that the technical teams from Ukraine and the United States conducted in-depth studies on the mineral agreement, achieving significant progress. Both sides took a positive step in setting up a Ukraine Reconstruction Investment Fund. Svyrydenko also added that further work on specific points in the agreement will continue.
She also emphasized that the agreement needs to be approved by the Verkhovna Rada (parliament) of Ukraine to take effect. The conclusion of this mineral agreement marks an important step in economic cooperation between Ukraine and the United States, laying a foundation for future joint development.
