China's Ministry of Commerce announced on Thursday that it will initiate an expiry review of anti-dumping measures on ortho-toluidine imported from the European Union. Ortho-toluidine is an important chemical raw material widely used in the production of dyes, pharmaceuticals, and pesticides. The Ministry of Commerce stated that the review aims to assess whether the existing anti-dumping measures are still necessary to ensure a fair competitive environment for the domestic related industries.
It is understood that ortho-toluidine is mainly used in the dye industry to synthesize dye intermediates, making it an important component of dye production. In the pharmaceutical industry, ortho-toluidine is used as an intermediate for certain drugs, holding significant application value. Additionally, ortho-toluidine is widely used in the pesticide industry as a key intermediate in pesticide synthesis, playing a crucial role in the production of pesticide products.
The expiry review was initiated based on the application from domestic enterprises and aims to assess whether ortho-toluidine imported from the EU exerts unfair competitive pressure on the Chinese market. If the review results indicate that lifting the anti-dumping measures may cause substantial harm to the domestic industry, the Ministry of Commerce will extend the duration of the anti-dumping measures.
The Ministry of Commerce emphasized that the review will be conducted in strict accordance with the relevant regulations and procedures of the World Trade Organization, ensuring that the investigation is open, fair, and transparent. All stakeholders are welcome to submit relevant evidence and opinions. The results of the review will be announced promptly based on the investigation to ensure the legitimate rights and interests of the domestic industry are effectively protected.
