At a White House press conference on Monday, Trump addressed the matter directly for the first time. He noted that Boeing is experiencing significant delivery delays while Qatar, a major Boeing client, has the capacity to offer temporary assistance. "You see some of these Arab countries' planes parked next to ours, they're like something from another planet," Trump stated. "The Qatari leaders have been very generous, willing to donate this aircraft for temporary use by the U.S. Department of Defense."

Department of Justice 'Green Light', Citing Legal Basis

In response to public concerns about the legality of the gift, senior officials from the U.S. Department of Justice revealed that their Office of Legal Counsel has drafted a memorandum approved by Attorney General Pam Bondi, affirming that the transaction is legal under the current legal framework. The memorandum stipulates that as long as the plane initially belongs to the U.S. Department of Defense and the final gifting process is transparent and compliant, it does not constitute a conflict of interest or a violation of gift regulations.

However, the legal document has not been officially released and is still undergoing further review and subject to congressional disclosure requirements.

This issue has quickly stirred a wave of controversy in American politics and public discourse. On one hand, some Republicans view it as a pragmatic arrangement beneficial to national interests, addressing the practical challenge of a temporary presidential aircraft replacement. On the other hand, Democratic lawmakers and anti-corruption organizations question whether the gift could influence Trump's foreign policy decisions or become a case of "veiled gift acceptance."

An anonymous anti-corruption advocate stated, "Regardless of how compliant the procedures are, when a head of state accepts an asset worth hundreds of millions from another country, it's reasonable for the public to question the motives."

Background Analysis: Boeing Delays and Air Force One Replacement Issues

It is known that the U.S. initially planned to replace two new Air Force One jets, built by Boeing, but due to manufacturing delays and cost overruns, the original delivery timeline has been pushed back to after 2026. Against this backdrop, the U.S. government urgently needs a transitional solution to ensure the uninterrupted functionality of the presidential aircraft.

Trump stated, "If this plane can be used by the Department of Defense for a few years while we wait for the new ones to be delivered, it would be a very friendly and practical support."
