CloudTech Group has launched RooRooEx, a digital-asset trading platform aimed at institutional clients, high-net-worth customers and retail investors. The platform plans to serve Australia, Singapore and Malaysia, but CloudTech has not disclosed which entities will provide customer services in each market or which licences RooRooEx will rely on.
The launch comes just days before the Australian Securities and Investments Commission's (ASIC) transition period for certain digital-asset businesses is due to end. For CloudTech, the platform's service scope, the location of its customers and the functions performed by each entity will determine whether it needs an Australian financial services licence or other market-infrastructure permissions.
RooRooEx is registered under CloudTechX
Australian ABN Lookup records show that RooRooEx is a business name used by CloudTechX Pty Ltd. CloudTechX is registered with the Australian Transaction Reports and Analysis Centre (AUSTRAC) as a digital currency exchange and remittance service provider. That registration primarily covers anti-money-laundering and counter-terrorism-financing obligations; it is not equivalent to a licence to provide financial services.
CloudTechX does not currently hold its own Australian financial services licence (AFSL). Information disclosed by CobWeb Pay identifies CloudTechX as a corporate authorised representative of AFSL holder Bellevue Hill Capital, with the authorisation limited to approved non-cash payment products.
CloudTech has not confirmed whether that authorisation extends to RooRooEx. The permissions required by the platform will also depend on the digital-asset products it offers and CloudTechX's role in the transaction chain, including whether it provides financial-product services to customers, executes orders or performs other operational functions.
Integral connects multiple liquidity providers
RooRooEx uses technology from Integral to connect multiple liquidity providers and route orders among available sources of liquidity. The platform supports major cryptocurrencies and offers trading pairs denominated in Australian dollars, US dollars and USDT.
Customers can place market and limit orders and use a time-weighted average price (TWAP) strategy. The platform also separates trading, risk management, settlement and reconciliation controls, targeting institutional traders and other participants in digital-asset markets.
Integral is providing the underlying technology. Existing announcements do not identify Integral as RooRooEx's operator, custodian or counterparty. As a result, public information does not yet specify who will hold customer assets, execute trades or assume the related responsibilities under the relevant legal entity.
ASIC transition arrangements end on September 30
ASIC previously adopted an industry-wide no-action position for certain businesses involved with digital-asset financial products and services. Businesses relying on that transition arrangement must apply for or vary an AFSL by September 30.
Where a business requires an Australian market licence or a clearing and settlement facility licence, it must also notify ASIC by the same deadline and complete a pre-application meeting. From October 1, businesses that require those permissions but do not meet the transition conditions could face compliance exposure under existing financial-services laws.
CloudTechX has not said whether RooRooEx falls within the current financial-product licensing regime or whether the platform relies on ASIC's transition arrangements. The company has also not identified the entities that will serve customers in Singapore and Malaysia.
ASIC says it has received more than 45 applications related to digital-asset authorisation since October 2025. A broader licensing regime for digital-asset and tokenised-custody platforms is scheduled to take effect on April 9, 2027. Until then, RooRooEx's operating model, customer-service entities and licensing arrangements remain material pieces of public information for market participants.
