Compound’s $24 Million Proposal Sparks Debate on DAO Governance
In July 2024, decentralized lending platform Compound faced intense scrutiny after a governance proposal requesting the allocation of 499,000 COMP tokens—worth roughly $24 million—was pushed through by holders delegating their votes. The proposal gained rapid support, securing 563,591 votes in the last 34 minutes of the voting period, and ultimately passed with 682,191 votes in favor versus 633,636 against. Although execution was flawless at a technical level, the absence of any emergency pause or intervention mechanism nearly enabled a contentious transfer of funds. This episode exposed a critical tension in DAO governance between automatic code execution and risk control measures. Following discussions, Compound and stakeholders agreed to cancel the token disbursement and implemented a new veto protocol, adding a necessary safeguard to their automated governance framework.
Concentration of Voting Power Revealed in Ethereum DAO Analysis
Two 2026 research reports from Germany’s Max Planck Institute for Software Systems and the Vrije Universiteit Amsterdam analyzed the governance dynamics of 48 major Ethereum-based DAOs. The studies highlighted widespread concentration of voting rights, driven by various mechanisms such as wallet registration requirements, token staking, and vote delegation. While designed to prevent malicious activity, these mechanisms often consolidated voting power into the hands of a few. Exactly half of the DAOs utilized on-chain voting, while the remainder employed off-chain systems. For example, Uniswap’s governance showed high off-chain participation but ultimate influence rested with a small group of large voters active during the compensated on-chain voting phase.
Voting Thresholds and Staking Limit Voter Participation
Among the 48 DAOs, 36 required token holders to register before voting, yet the average registration rate was only 21%. Large token volumes remained locked in exchanges and DeFi contracts, resulting in significant custodial voting where a single exchange wallet represented thousands of users, transforming exchanges into powerful political actors. Additionally, 15 DAOs used staking lock-up mechanisms, with an average of 27.4% of tokens locked for periods up to four years. These requirements further restricted the pool of active voters and intensified power aggregation.
Delegation Fuels Formation of Voting blocs
Due to the complexity and expertise required for governance, most holders preferred to delegate votes to dedicated representatives, fostering stable and influential voting coalitions. The studies found that in 39 DAOs, the top ten token holders controlled over 50% of voting power. Vote delegation was often even more concentrated than direct voting, indicating that actual governance authority resided with a limited number of actors possessing substantial capital, time, technical expertise, or client asset control.
Legitimate Voting Channels Used for Strategic Exploitation
The reports defined “governance attacks” as attempts to exploit legitimate governance procedures for private gain that harm the organization as a whole. Among the 48 DAOs studied, 28 governance attack events were recorded, with 16 considered avoidable through alternative mechanisms. Compound’s controversial proposal 289 exemplified this pattern: the voting wallets amassed over 680,000 COMP in four months by leveraging centralized exchanges and borrowing on Compound, vastly exceeding their initial holdings. This last-minute accumulation enabled passage through sudden voting power surges at the vote’s close. Introducing vote delay periods, extending staking durations, or granting trusted entities emergency pause rights could mitigate such vulnerabilities.
Strengthening Transparency and Risk Controls is Key for DAO Governance
Decentralization within DAOs extends beyond simple token distribution, necessitating deeper scrutiny of actual voting power, oversight body capabilities, and the influence of intermediaries like exchanges. Current smart contract audits mainly focus on code execution fidelity. However, governance reviews must evolve to assess compliance and balance in power allocation. Even flawless smart contract performance cannot compensate for governance structures where control is highly centralized, as such concentrations present ongoing threats to DAO ecosystem stability and integrity.
